2010 Adult Competitions Regulations1. As per Derry County Committee By-laws, the Committee in charge of Football & Hurling Leagues shall be the Competitions Control Committee (C.C.C.) for 2010. The C.C.C are delegated plenary powers as per Derry Bye-law and R. 3.22(ii) T.O. 2009. C.C.C. have drawn up the following regulations governing the organisation of Leagues and Championships (as per R. 6.36 T.O. 2010). 2. Clubs taking part are expected to supply at least one qualified referee per team with a minimum of 2 referees expected from a Club entering senior, reserve and thirds' teams. 3. The Adult Leagues for 2010 will be organised as follows: Football Division 1Division 1 shall be made up of the following 16 teams: Ballinderry, Banagher, Bellaghy, Ballinascreen, Coleraine, Dungiven, Glen, Glenullin, Kilrea, Lavey, Loup, Magherafelt, Newbridge, Slaughtneil, Slaughtmanus and Swatragh. They shall play a single round league of 15 games. The top four finishing teams will play off for the league title, the semi final pairings determined by open draw. The winner of the final will win the Division 1 league title. Where 2 or more teams finish level in 4th place the regulations in Rule 6.22 5 (c) will be applied to determine the placing. The bottom 2 finishing teams will play off for the relegation placings, the loser relegated to Div 2 for the 2011 season. The winner will meet the loser of the Division 2 promotion play off to determine their Division 1/Division 2 status for 2011. Where more than 2 teams finish level at the bottom of the table the regulations in Rule 6.22 5 (c) will be applied to determine the bottom 2 placings. Division 2Division 2 shall be made up of the following 16 teams: Castledawson, Desertmartin, Drum, Sean Dolan's, Faughanvale. Foreglen, Greenlough, Drumsurn, Craigbane, Ballymaguigan, Ballerin, Claudy, Moneymore, Lissan, Ogra Colmcille and Steelstown. They shall play a single round league of 15 games The top four finishing teams will play off for the league title, the semi final pairings determined by open draw. Where 2 or more teams finish level in 4th place the regulations in Rule 6.22 5 (c) will be applied to determine the placing. The winner of the final will win the Division 2 league title and gain promotion to Division 1 for the 2011 season. The loser of the Division 2 league final meet the winner of the Division 1 relegation play off final to determine their Division 1/Division 2 status for 2011. The bottom 2 finishing teams will play off for the relegation placings, the loser relegated to Div 3 for the 2011 season. The winner will meet the loser of the Division 3 promotion play off to determine their Division 2/Division 3 status for 2011. Where more than 2 teams finish level at the bottom of the table the regulations in Rule 6.22 5 (c) will be applied to determine the bottom 2 placings. Division 3Division 3 shall be made up of the following 7 teams: Doire Colmcille, Glack, Ardmore, Magherafelt Thirds, Magilligan, Limavady, Doire Trasna They shall play a double round league of 12 games. The top 2 finishing teams will play off for the league title. Where more than 2 teams finish level on points at the top of the table the regulations in Rule 6.22 5 (c) will be applied to determine the top two. ONLY ‘FIRST' TEAMS (Ardmore, Doire Colmcille, Doire Trasna, Glack, Limavady and Magilligan) SHALL BE ELIGIBLE FOR PROMOTION TO DIVISION 2. The top 2 finishing teams from this group will play off for promotion to Division 2. The winner will be promoted to Division 2 for the 2011 season. The loser will meet the winner of the Division 2 relegation play off to determine their Division 2/Division 3 status for 2011. Where more than 2 teams from this group finish level on points at the top of the table the regulations in Rule 6.22 5 (c) will be applied to determine the top two. *All games shall count towards deciding Division 3 league winners, but only points awarded in games between the 6 ‘first' teams shall determine the promotion play off placings. HurlingDivision 1 Division 1 shall be made up of the following 6 teams: Banagher, Ballinascreen, Lavey, Kevin Lynch's, Slaughtneil and Swatragh They shall play a double round league of 10 games. The top 2 finishing teams will play off for the league title. Where more than 2 teams finish level at the top of the table the regulations in Rule 6.22 5 (c) will be applied to determine the top 2 places for the league final.. All clubs MUST submit in writing, before the league starts, the names of 10 senior players (inclusive of County Senior Hurling panellists) who cannot play in the Reserve League. These named players MUST be approved by C.C.C. 4. RESERVE LEAGUESFOOTBALL A Club wishing to enter a reserve team in the Reserve League MUST submit in writing, before the leagues start, the names of 10 senior players (inclusive of County Senior Football panellists) who cannot play in the Reserve League. These named players MUST be approved by C.C.C. Division 1 and 2 Reserve Football League will be played as a 13 a competition single round league of 15 games (15 a side may be played if agreed to by both clubs). A Club wishing to play a senior player who has not been able to play senior football due to a long term injury in a reserve game must forward the name of the player to C.C.C. and they will decide if that player may do so. The finishing with most points at the end of the season will be declared the league winners. Where more than 2 teams finish level at the top of the table the regulations in Rule 6.22 5 (c) will be applied to determine the winner. 5.A Club entering a THIRDS football team MUST submit in writing, the names of at least 15 players whom the Club wishes to play in the THIRDS team. Players who play "first" or "reserve" football may not subsequently play for the THIRDS team. Additional names may be added to this list but prior approval of at least 5 clear days must be given to C.C.C. through the Games Administrator. HURLING Division 2 Division 2 shall be made up of the following 8 teams: Banagher, Ballinascreen, Eoghan Rua, Lavey, Kevin Lynch's, Na Magha, Slaughtneil and Swatragh Division 2 Reserve hurling League will be played as a 13 a competition single round league of 7 games (15 a side may be played if agreed to by both clubs). The top 2 finishing teams will play off for the league title. Where more than 2 teams finish level at the top of the table the regulations in Rule 6.22 5 (c) will be applied to determine the top 2 places for the league final..
6.Referee's expenses shall be £40 per adult game. These must be lodged before date notified to Clubs. Football : Total
Hurling : Division 1.................£200 Division 2..................£140
7.Failure by a club (without acceptable reason) to field at adult level will incur an automatic fine of £100 8. A Club team failing to fulfil two consecutive fixtures without an explanation acceptable to C.C.C, may be dismissed from their league. 9.Clubs are asked to note that any / all fines levied by C.C.C / Discipline MUST be paid in full before start of season. Failure to do so will result in forfeiture of fixtures (with associated league points) until fines are paid. 10. A Club withdrawing from the league prior to league completion without an acceptable reason will incur an automatic fine of £150 and forfeiture of outstanding referee's fees paid at the start of the season. 11. Postponement: Clubs should note that C.C.C may, in exceptional circumstances (eg death of person impacting on the good standing of the Club in it's community) give sympathetic consideration to a request for postponement. Clubs should also note that this will be subject to validation and should the spirit of the regulation be considered by C.C.C to have been abused, the points associated with the fixture will be awarded retrospectively to the non-abusing Club. The Club Runai MUST contact the Derry Games Administrator Noeleen Curran and get clearance for the postponement from Derry C.C.C If initial contact is by telephone, this MUST be followed up by e-mail. Permission having been granted by the C.C.C., the postponing Club MUST inform BOTH the opposing Club AND the referee. The C.C.C will rearrange the fixture as soon as is possible and certainly attempt to have the game played in the week following and before the next round of fixtures. 12. A Club seeking advance fixture change (date or time) MUST make this request in writing or by e-mail to the Games Administrator Noeleen Curran AT LEAST 4 WEEKS IN ADVANCE of the fixture, giving the reason for the request. 13. If a "home" Club considers their pitch to be unplayable, The Games Administrator must be asked to arrange an inspection NOT LATER than 4 hours before the game. A qualified referee shall in most cases carry this out. In the event of a pitch being judged to only be able (due to ground conditions) to host one game, then the "first" team game must take preference with the reserve game being refixed as soon as possible. The Club initially requesting the pitch inspection will be held liable for reimbursing pitch inspection expenses incurred.
15. (a) If the appointed referee is unable to officiate at any game, he must contact the Games Administrator or a member of Derry Referees Appointments Committee as early as possible. (b) Where a referee consistently fails to fulfil fixtures' allocations that referee shall be deemed to have withdrawn from refereeing duties and in that event, Regulation 2 above may be invoked. (c) Referees must text the result of the game within 4 hours of the starting time of the game. (d) Referee reports must be with the Games Administrator Noeleen Curran within 72 hours of the game as per rule. In certain cases he may be asked to submit his report before this deadline. (e) If an appointed referee fails to attend for a game and a qualified referee from a NEUTRAL club is present and willing to officiate, the game may be played under the control of that referee - provided BOTH Clubs (acting through their respective Chairmen) agree. Where any of the above criteria are absent, the game will be rearranged (as per Reg 17), as soon as is possible by C.C.C. 16. (i) Team Mentors : For ALL ADULT games, ... ONLY the following team officials will be allowed entry to the enclosed playing area : (a)Team manager (ONLY ONE) who MUST wear a distinctive top/bib bearing the word "BAINISTEOIR" in clear letters. (b)Assistant team manager (ONLY ONE) who MUST wear a distinctive top/bib bearing the word "MAOR FOIRNE" in clear letters. (c)Team Medical/First Aid Official (ONLY ONE) who MUST wear a distinctive top/bib indicating his/her role. (d) Members of team managements (apart from the above), must AT ALL TIMES confine them selves to the dugout. (e) (i) For adult football leagues, clubs will be permitted ONE water carrier. (ii) For adult hurling leagues, clubs will be permitted ONE water carrier OR ONE hurley carrier. (iii) ONLY ONE team official (Maor Foirne) may, on the instruction of the Bainisteoir, move alongside the sidelines and endlines to make changes and/or give instructions to players. The Maor Foirne MUST RETURN to his place at the dugout after carrying out the instructions of the Bainisteoir. (iv) Officials may not engage in any behaviour interfering with play or the game's controlling officials or remain behind the goal area during play. Penalty : Teams failing to comply with the above regulation (ie No 16) will be fined up to £200 max. Each case will be decided on it's merits. 17. For ADULT games, Clubs with the game as a home fixture are ASKED to provide ALL 4 UMPIRES with WHITE COATS or HIGH VISIBILITY VESTS. This is to (1) act as an aid to the game referee so that he may easily identify who are the umpiring officials to whom he may refer for information when making specific decisions; (2) help improve our games' presentation. 18. Notification of all league games, and other competitions under the aegis of CCC) will be sent only to the official club e-mail address. The Games Administrator will have the authority to send such notification 19. The C.C.C. reserve the right to alter any of the above regulations to meet the demands of unforeseen circumstances. Additional RegulationsLeague Football Competitions1. All games will be played on the scheduled dates, even though Derry may have a game the day before or the day after that date. 2. Members of the Derry football panel who take no part in a game that takes place before a scheduled league game will be allowed to play for his club if they have a game the day after that county game. 3. A player who plays no more than half the scheduled 70 minutes for his county will be allowed to play for his club if they have a game the day after that county game. The Derry Games Administrator will check with the Derry manager in such cases. 4. A player who is substituted during a county game because of injury will not be eligible to play for his club if they have a game the day after that county game. The Derry Games Administrator will check with the Derry manager in such cases. 5.The Derry senior manager may have to extend his panel because of injuries or other reasons. These players will be subject to the same restrictions/exemptions as above. 6. During the 13 day period before championship games no Derry player will be available to his club and this is inclusive of players who have been called into the panel to cover for injuries/other reason as at 5 above. 7.Members of the Derry senior football panel will be allowed to play club hurling if a hurling league game is scheduled for the day after a Derry game 8.No Derry senior football panellist is allowed to play for his club if a league game is scheduled for the day before a county game. 9 If Derry qualifies for the semi final (March 31/final (April 7) of the Ulster Under 21 football championship participating players will not be available to their clubs the weekend prior to the game. District Competitions1. No Derry senior football panellist is eligible to play in any District Football Competition during the 2010 season. |
